History: The LWA wiki has some information, but is sadly lacking on the actual events of the series, so here goes. I'll let the wiki's plot tab cover til the series started.
After Chariot assumed the name of Ursula Callistis, she became the astronomy teacher at Luna Nova. Joining a school full of witches was hard: she was the youngest by, it was implied, decades (the headmistress's father showed up as a ghost in one episode, and was clearly from the late 18th or early 19th century). She retreated into herself, becoming a bit of a bumbling, nervous young woman. Failure carried a price.
Ursula did excel at astronomy and astrology. Despite everything, she made a pretty good teacher: enthusiastic about her subject, good at relating to students, and showing encouragement. However, she also had a reputation as a doormat; some students knew how to walk all over her, and she was not a disciplinarian.
Eventually, Akko showed up at Luna Nova -- or rather, Ursula realized that she and her friends entered Arcturus Forest. Ursula went there and found Akko with the Shiny Rod. She knew what that meant: Akko had forged the bond with the Claiomh Solais that she once had, and had the chance to access world-altering magic and do what she couldn't. Ursula set out after her, to save her, and taught her the phrase to use the Shiny Rod.
After that, Ursula became Akko's mentor. She rescued Akko when she got in over her head; she gently tried to guide her, teaching her to use magic despite her seeming lack of magical talent and ability. She also began to guide her to speak the Seven Words of Arcturus -- even as it became clear that Akko idealized her as Shiny Chariot. Ursula kept the truth from her (which seemed like a great idea at the time).
Things grew complicated with the reappearance of Croix Meridies. Croix, who merged science and magic with the same experiments she used to bolster Chariot's shows, became a new professor and won the affection of the whole school when she used her systems to provide magic when the Sorcerery Stone was stolen away. Croix also, secretly, sought a way to create an alternate to the Shiny Rod: the Noir Rod, a thing powered by her person-draining Spirit Energy.
Croix began using her machines to breed fear and drain Spirit Energy -- determining that the best results were when people were scared or angry. She did this during a ghost-hunting event; Akko stopped this with her friend Constanze, and Ursula confronted Croix, confirming her suspicions... but still didn't let on the truth. (For the record, this is the canon point that I apped her from.)
This came to a head, as Croix sought to trick Akko into distrusting Ursula, in an effort to claim the Shiny Rod (and prevent what she saw as a person who didn't deserve the Rod from using it). She lured Akko, with false promises, to the Wagandea Tree, where another Word of Arcturus lay. The flowers there could drain magic when they bloomed; Ursula rushed to rescue Akko, and saved her from losing her magic forever... but breathed in some of the pollen, and in doing so, lost her ability to fly.
Croix confronted Akko, trying to take the Rod by force a short time later. Ursula saved her, but used enough magic to reveal herself as Chariot -- and Croix told Akko that Chariot's show drained her magic. This left Akko emotionally crushed, and left Chariot little better.
Croix disabled Luna Nova's magic -- and went to Arcturus Forest, hoping to claim the world-changing magic for herself. She tried to do so, and failed, unable to understand it. Chariot managed to rush in as the Noir Rod went berserk -- and she saved Croix, despite everything, from being eaten. She would have died there, but Akko and her friends arrived. Akko, rescued by her friends, managed to then save her teacher.
Chariot and Akko reconciled; as did Chariot and Croix. Akko managed to stop the Noir Rod from becoming a nuclear missile and destroying a city, with her friends, while Chariot and Croix cheered them on -- and used some magic to get the world to do the same. The Shiny Rod vanished in Akko's hands. Croix left (or was taken to jail), after that, and Chariot remained a teacher at Luna Nova... and ultimately, helped Akko learn to fly, after she had saved the world.
Personality: Ursula Callistis is living a lie, and this lie defines her. She was, as the wiki background states, born Chariot du Nord. She used to be a famed magical performer, a heroine who inspired people in the ability to use magic, and an astoundingly bold, charismatic person. After her failure in canon -- which was that her magic shows, meant to inspire the world into believing that magic was real, actually drained magic from others -- she deliberately represses that persona.
She tries to not stand out; she tries to play the part of a kind, sometimes mysterious teacher, instead of a showy, outgoing magician par excellence. Chariot was a fiery, inspiring performer. Ursula is a teacher who does her best to not stand out.
These failures have amplified personality traits that already existed. Ursula could always be timid and down on herself; despite a brave outward appearance, she could let things get under her skin (which is also true of her native OC self). The fact that she failed to do what she wanted most -- by inadvertently draining magic from innocent people away, instead of inspiring them to pursue that magic -- has made her more timid and unsure. Ursula over thinks things and worries, holding herself back so that she doesn't hurt anyone else she cares about.
Despite that, she still cares strongly about other people. She wants to bring the best out in people that she knows and looks after, especially younger people that she feels a responsibility for. This especially applies to her students. As a result, she can still be the fiery, protective, and fierce person that she used to be -- especially when someone she cares for is threatened.
She has a way of not appearing to have that inner fire, however much she has smothered it. Some of this comes out when she acts timid or reserved as a defense mechanism. However, she is also clumsy and forgetful. This is also part of her; Ursula is a goofball and a klutz at heart, and even if she can act cool, she had to learn to do that. Her natural state is a goofy, sometimes nervous, often forgetful sort. But, age and failure have made her more prone to panic and being worried about how she comes across. She suppresses the fiery, determined, outspoken parts of herself.
She suppresses those parts of her personality because she feels that, if she tries to be outstanding, or fiery and passionate, or put herself at center stage, it will somehow go wrong and hurt other people. She blames herself for what happened (though she understands, intellectually, that Croix is culpable for what occurred, too). She wants to help people, and that means she thinks she should hold back so she doesn't hurt them again. Chariot became Ursula as a way of creating a clean break from her past.
It's also a way to lie to herself, and create a persona that she thinks she should be.
